Changing the organization every year, introduces inefficiencies before the change (while people are contemplating it) and after the change (as they are getting use to it) - so DON'T DO IT.

Implement changes so that they can be easily changed again.

If possible, make only one major change at a time, otherwise if things are worse you won't know what the cause was.

If it ain't broke, don't fix it.

Tinkering won't make that much difference and probably isn't worth the time and money - if it needs changing, change it otherwise leave it alone.
