Evaluation
Training is unsatisfactory in that it is often not aligned to the job being performed.
The budget for training courses is too low.
The standard of the instructors needs improvement.
Junior staff need to be supervised more closely by experienced staff.

Strategy
Ensure that the instructors are themselves trained to a higher standard.
Introduce a mentoring scheme.
Introduce more self-teach training.
Use specialist training organizations, instead of trying to do everything in-house.
